Mauritius vs Seychelles: Choosing a Credible International Business Platform
A comparison of Mauritius and Seychelles as international business jurisdictions, examining regulatory credibility, tax, banking, treaty access and substance.
Mauritius and Seychelles are both Indian Ocean jurisdictions commonly used for international company formation. While they share certain geographic and historical similarities, they differ materially in regulatory depth, treaty access, banking infrastructure and international credibility.
Regulatory Framework
Regulatory comparison:
- 01
Mauritius: Regulated by the Financial Services Commission (FSC) under a comprehensive legislative framework including the Companies Act 2001, the Securities Act 2005 and the Financial Services Act 2007. The FSC is recognised by international standard-setting bodies and operates to internationally benchmarked standards.
- 02
Seychelles: International companies are governed by the International Business Companies Act and supervised by the Financial Services Authority (FSA). The framework is functional but is generally considered less comprehensive than that of Mauritius.
- 03
Mauritius has consistently maintained stronger engagement with international regulatory standards and peer-review processes.
Tax Treatment
Seychelles International Business Companies are not subject to Seychelles income tax, capital gains tax or withholding tax on foreign-source income. Mauritius has a 15% headline corporate tax rate, but the 80% partial exemption can reduce the effective rate on qualifying foreign-source income to approximately 3%. For structures where treaty access and tax-efficiency on cross-border flows are important, Mauritius’s profile may be more advantageous despite the headline rate.
Treaty Network
This is one of the most significant differences. Mauritius has 45+ Double Taxation Agreements, many of which are actively used for investment into Africa, India and Asia. Seychelles has a smaller and less extensively utilised treaty network. For investors and structures where withholding-tax efficiency, treaty-based relief and international tax planning are important, Mauritius offers substantially greater depth.
Banking Access
Banking remains a practical differentiator. Mauritius has a well-developed banking sector with multiple local and international institutions experienced in serving international corporate clients. Seychelles has a smaller banking sector, and the process of opening accounts for international companies can be more constrained in terms of the number of available institutions and the range of services offered.
International Credibility
Mauritius is widely recognised as a sophisticated international financial centre by investors, institutional counterparties, law firms and global banks. Seychelles is used for international business but is more commonly associated with simpler offshore structures. The reputational distinction can be relevant when dealing with counterparties, opening bank accounts, or engaging with regulated entities that assess jurisdictional credibility.
When to Choose Mauritius
Mauritius is generally the stronger choice when:
- 01
Treaty access and withholding-tax efficiency are important to the structure
- 02
Banking relationships with established international institutions are required
- 03
The business involves dealings with institutional counterparties or regulated partners
- 04
Genuine substance and recognised regulatory oversight are priorities
- 05
The structure targets African, Indian or broader emerging-market investments
